Charter Review Committee (CRC)

Upcoming Meetings: 

The Charter Review Committee has scheduled a full committee meeting at the Multnomah Building Board Room on  March 11, 2010, at 5:15 pm, to take invited and public testimony about Charter provisions related to provisions in the County Charter regarding the Sheriff.   At that time the Committee intends to gather final input on sheriff issues before it begins deliberations on whether it wants to refer any amendments relating to those provisions to the voters.  The committee has been looking at a number of issues:  elected vs. appointed sheriff; sheriff’s authority over the jails and correctional facilities of Multnomah County; whether the Sheriff’s budget is an appropriate issue to be addressed in the Charter; whether additional qualifications should be required of the Sheriff; whether the term limit for Sheriff should be abolished; whether the residency requirement for candidates for Sheriff should be amended.

Subcommittees of the Multnomah County 2009-2010 Charter Review Committee have been meeting and gathering information..  On February 25, 2010,CANCELED the library subcommittee is meeting at the Multnomah Building Board Room at 5:15 pm.   There is no regular meeting of the Charter Review Committee that evening.  See the Ongoing Charter Review Committee Schedule regarding what topics the subcommittees are studying.

Background:

Multnomah County is a Home Rule County with authority granted by the Oregon Constitution to adopt a Charter to provide for matters of county concern to the fullest extent permitted by the constitutions and laws of the United States and the State of Oregon.  The authority of a county over a matter of county concern is limited to matters which have not been preempted by or conflict with state law.

The Multnomah County Charter may be amended or repealed only by a majority vote of voters voting on the Charter.  An amendment may be placed on the ballot in one of three ways:  by referral by the Board of Commissioners, by initiative petition, or by referral by the Charter Review Committee. 

The Charter provides that a Charter Review Committee comprised of electors of the County be convened to study the Charter and if it chooses, to submit Charter amendments to the voters of Multnomah County at the November 2010 election.
