DEAR COLLEAGUES,

We are pleased to invite you to share in this opportunity to talk with your peers about juvenile detention reform. For more than a decade, Multnomah County has participated in the Annie E. Casey Foundation's Juvenile Detention Alternatives Initiative - the largest juvenile detention reform effort in U.S. history.

Some of the most successful components of the Multnomah County Detention Reform Initiative, include our alternative programs for delinquent youth.

  • Multnomah County has a commitment to preserving public safety through the implementation of a variety of policy reforms based on data-driven analysis, common sense, fiscal responsibility, best practices and the well-being of youth.
    Together these strategies have resulted in a consistent drop in detention admissions and an increase in the number of youth served by alternative programs, at the same time improving failure-to-appear and re-offense rates.
    We have made progress in the areas of reducing minority overrepresentation in our secure custody facility and improving case processing time. Additionally, we have created systems for the collection and analysis of data for use by local decision-makers.

  • The Multnomah County Juvenile Court has one of the fastest dockets in the nation. You will learn about our case processing improvements, which will help your jurisdiction reduce delays and speed the administration of justice. Curriculum will include experiential activities, collegial discussions, and observation of the following decision points:

    About Your Hotel

    These are reasonably priced hotels in the area of the juvenile center and some are so close visitors have actually walked back and forth on model site visit days when the weather is nice. Please check hotel info to see how far the light rail system is from their doors so delegations can get out and tour the city.

    Transportation Options
    The taxi cab rate from the juvenile facility to downtown Portland is approximately $18.00 1-way for 4 people and has proven more cost effective than renting van(s) for transport in the event you select a downtown hotel.

    The trip to and from our facility to a downtown hotel location is approximately 15 minutes. The address of the site visit is:

    The Metropolitan Area Express (MAX) light rail system is within walking distance of some of the hotels referenced above, providing easy access to everything the area has to offer.

    "Meet & Greet" Pre-Site Visit Dinner
    Some delegations prefer to meet for dinner the evening before the model site begins - this can be arranged but we need to have advance notice of number of guests, dietary needs, etc. The arriving group would need to make sure all flight itineraries have their staff arriving before dinner time.
